The orders issued by the Honourable Tamil Nadu Electricity Regulatory Commission ‘vide’ Order No.3 dated 15.5.2006 on power purchase and allied issues in respect of NCES based generating plants (including Wind Energy) may be implemented immediately as below and the arrears for the period from 15.5.2006 may be paid accordingly.

a.            The rate of purchase of wind power will be Rs.2.75 per unit for the Wind Energy Generators commissioned before 15.5.2006

b.            The rate of purchase of wind power will be Rs.2.90 per unit for the wind energy generators commissioned on or after 15.5.2006

2.                  For the wind energy generators existing prior to 15.5.2006, the terms and conditions available in the existing PPA are applicable.  If the generators request any modification, based on the TNERC order No.3 dated 15.5.2006, proposal may be sent to Head quarters.

3.                  In respect of the wind energy generators commissioned on or after 15.5.2006, the proposals received from them regarding implementation of the issues other than the tariff rates contained in the order No.3 dated 15.5.2006 may be sent to head quarters.

The Tamil Nadu Electricity Regulatory Commission (TNERC) Order No. 3 dt. 15.3.2006 was implemented in Circular Memo vide reference(2) and the working instructions was already issued vide reference (3) for implementing the TNERC order No.3 dt. 15.05.06 for the NCES based generating plants.

Representations have been received that the purchase price fo Rs.2.90/- per unit has not been adopted to the developers who have commissioned the WEG’s on (or) after 15.05.06 due to non execution of EPA/EWA.

Based on the various representation received from wind mill developers regarding the wind energy power purchase rate, it is hereby instructed to pay at thep rate of Rs.2.90/- per unit and also to release the difference in the unit rate (Rs.2.90/- - Rs.2.70/-) only for the WEGs commissioned on (or) after 15.05.06, pending execution of EPA and EWA.

Receipt of this circular memo may be acknowledged.
